In alignment with the President’s Task Force on 21st Century Policing established by President Barack Obama, this project focused on supporting Pillar 5: Training & Education. Partnering with a nationally recognized subject matter expert, I developed an online report writing course specifically designed to improve the clarity, accuracy, and legal strength of police documentation. The course equips officers with best practices for crafting professional, court-ready reports.
The program has been successfully launched in multiple police departments across the country, supporting efforts to enhance transparency, accountability, and courtroom effectiveness.

Delivered via an LMS with integrated payment functionality, the course launched in Illinois and has since expanded nationally, helping officers produce clearer, court-ready documentation.
Police departments across the country face growing pressure to produce clear, consistent, and court-ready reports, yet many lacked access to standardized training tailored to real-world policing contexts. Existing programs were often outdated, inconsistent, or inaccessible to busy officers working variable shifts. To meet these challenges, the solution needed to be scalable, flexible, and accessible 24/7. Delivering the course fully online through a learning management system (LMS) provided an opportunity to reach officers across departments while allowing self-paced learning that fit into their demanding schedules.
To address the training gap, I collaborated with a nationally recognized subject matter expert to design a 4–5 hour interactive online course focused on improving police report writing. The curriculum emphasized real-world scenarios and best practices to help officers produce clearer, more detailed, and legally sound documentation—crucial for both internal accountability and courtroom use.
Delivered through a learning management system (LMS), the course featured interactive exercises, knowledge checks, and scenario-based learning to increase engagement and retention. A built-in payment system within the LMS streamlined enrollment and access for departments purchasing the training.
The program was initially launched through Sussex Management Associates to police departments across Illinois and has since expanded nationally, helping officers across the country strengthen their report writing skills and improve the quality of documentation used in legal proceedings.
The course received highly positive feedback from participating departments, with over 95% of officers reporting increased confidence and clarity in their report writing. Supervisors noted a marked improvement in the structure, detail, and professionalism of submitted reports, contributing to more effective case preparation and courtroom testimony.
The scalable, LMS-based delivery model enabled seamless access for hundreds of officers across multiple jurisdictions, while the built-in payment system facilitated smooth departmental adoption. The success of the initial launch in Illinois led to nationwide expansion, establishing the course as a valuable resource for modernizing law enforcement training in documentation and accountability.
